Liverpool had to settle for a point as they failed to close the gap on fellow title challengers Blackburn.
The Reds dominated the first half but Nicky Davies was outstanding in goal.
Rovers changed their formation at half time and brought an extra player into midfield. This allowed them more possession and Lynda Shepherd fired over from close range when it would have been easier to score.
With four minutes left there was a let off for Liverpool when Andrea Bell had a goal ruled out for offside.
The draw left Liverpool five points behind Rovers in the Northern Division of the Premier League although the Lancashire side have two games in hand.
